Depending on what your goal for your blog is, you may want to set things up in different ways. You may want your blog to be public, or you may want it to be private. You may want to be the sole author, or you may want to share blog access with a co-author. You may want to tweak the blog title, description, or address. All of these things can be accomplished in the Settings tab.
Go to your Blogger dashboard. Click the Settings tab. Then click "Basic."
Here you will see a few different categories. The first is Basic, with options for editing your blog's title, description, and privacy.
Click the "Edit" link to make your selections for each option. In the case of Title and Description, the "Edit" link will open a text box where you can type your desired title or description. In the case of Privacy, you will see radio fill buttons.
Say "Yes" if you want your blog to be available to the public, "No" if you want to keep your blog private.
The next category is Publishing.
Click "Edit" to change your blog address, or click "Buy a domain" to purchase a URL.
The final section under Basic Settings is Permissions.
Under Blog Authors, you can invite other people to become co-authors on your blog. Just click "Add authors" and type in the email addresses of the people you wish to invite. Then click "Invite authors."
Under Blog Readers, you can indicate whether you want the blog to be accessible to all readers, restricted to blog authors, or restricted to a list of selected readers with a login.
Click "Save changes" once you have made your selections.
